Anfang der 80er Jahre verabschiedeten die Kultusminister der Länder und die Bundesregierung in der BLK einvernehmlich einen Entwurf zur Fortschreibung des Bildungsgesamtplans. Er konkretisierte die Ziele für den weiteren Ausbau des Bildungswesens in einer Budgetplanung für 1985 und 1990. Wie verhält sich die tatsächliche Ausgabenentwicklung im Bildungswesen bis 1985 zu dieser Absichtserklärung? In einem Soll-Ist-Vergleich werden die Projektionen der BLK für 1985 mit der tatsächlichen Haushalts- und Nachfrageentwicklung in Beziehung gesetzt. Anhand theoretischer Überlegungen zur Budgetflexibilität, insbesondere zu den die Flexibilität einschränkenden Restriktionen, werden Abweichungen zwischen Soll und Ist erklärt. Abschließend werden Perspektiven und Probleme der weiteren Entwicklung des Bildungsbudgets beschrieben.
At the beginning of the 1980s, the Ministers of Education of the Länder in accordance with the Federal Government passed a draft for the updating of the Comprehensive Education Development Plan in the Joint-Federation Länder Commission for Educational Policy and Research Promotion. This plan formulates in concrete terms the objectives for the further development of the educational sector in a budget plan for 1985 and 1990. What was the actual development in expenditure up to 1985 in comparison with the intentions as laid down in the plan? An answer to this question is given by comparing the projections of the Commission for 1985 with the actual development of the educational budget and educational demand. Based on theoretical considerations on budget flexibility and especially on constraints which limit this flexibility, differences between estimates and actual figures are explained. The final section describes future perspectives and problems of educational spending.
