This essay compares the problems and administrative measures to attain member commitment within two growing and two decreasing minority churches each, using the examples of the Federation of Free Evangelical Churches (Bund Freier evangelischer Gemeinden) and the Federation of Pentecostal Churches (Bund Freikirchlicher Pfingstgemeinden) in Germany on the one hand, and the New Apostolic Church (Neuapostolische Kirche) and the Methodist Church in Germany (Evangelisch-methodistische Kirche) on the other. It starts with the observation that even the churches which seem comparable regarding their membership development are different from each other as regards their interpretations of the situation, goals and means of membership commitment. It then looks at the enabling and restrictive conditions of administrative action of the churches.
