Der Beitrag zeigt, wie die Beharrungskräfte, die in Bremen jahrzehntelang einer Schulformenintegration und inklusiven Beschulung im Sekundarschulwesen entgegenstanden, mit der Oberschulreform von 2009 zumindest schulpolitisch überwunden werden konnten. Für diese schulpolitische Reformanalyse erweist sich eine Integration der theoretischen Analysekonzepte institutioneller Pfadabhängigkeit und strategischer Handlungsfelder als fruchtbar. In Bremen lässt sich für die Zeit zwischen 2002 und 2010 eine hochdynamische Transformation strategischer Handlungsfelder nachzeichnen, im Rahmen dessen das neue Feld "inklusives Schulsystem" erfolgreich etabliert werden konnte. Diese Etablierung ermöglichte schließlich einen umfassenden Strukturwandel im Sekundarschulwesen.
The contribution elucidates the contested implementation of inclusive education in 21st-century Germany. In this context, the authors focus on the case of Bremen as a German state in which, despite a long-standing tradition of opposition against inclusive approaches to school reforms in secondary education, forces of resistance were overcome with the so-called Oberschulreform (the reform of the secondary school). In this particular case, the use of concepts relating to institutional path dependency and strategic action fields has proven to be fruitful in analysing the complex interplay between different education policy contexts and actors. In Bremen, a highly dynamic transformation of strategic action fields can be traced for the period between 2002 and 2010, in the course of which the new field inclusive school system was successfully implemented. This implementation, in turn, allowed for comprehensive structural changes in secondary education, creating new interactions between global, national and local processes.
