Der Beitrag geht der Frage nach, ob und inwiefern Ansätze zum Politiktransfer eine Ergänzung für das Verständnis und für Wege zur Reduktion strukturell bedingter Jugendarbeitslosigkeit darstellen. Politiktransfer wird dabei verstanden als die kritische und reflektierte Übernahme und Adaption von Elementen kooperativer und alternierender Berufsbildung. Ausgangspunkt des Politiktransfers ist dabei die Lage der Jugendlichen in Südeuropa an der Schwelle zum Arbeitsmarkteintritt. Am Beispiel eines Projekts im griechischen Gastgewerbe wird konkret gezeigt, welche Herausforderungen und Chancen ein Politiktransfer im Bereich der beruflichen Bildung bietet und wie dieser in die strukturellen Gegebenheiten des Arbeitsmarktes und des Bildungssystems eingebettet werden kann.
The contribution explores whether and in how far attempts at policy transfer constitute a valuable addition to the understanding of and a possible way of reducing structurally grounded youth unemployment. In this, policy transfer is conceived of as the critical and reflected adoption and adaption of elements of cooperative and alternating vocational training. Starting point for this policy transfer is the situation of adolescents in Southern Europe at the threshold of labor market entry. Exemplified by a project carried out in the Greek hospitality industry, it is shown in more concrete terms which challenges and opportunities are provided by a policy transfer in the field of vocational education and how this transfer may be embedded in the structural conditions of the labor market and the educational system.
